Move implementation of cmd/safcm-remote/ to remote/

This permits users of the safcm library to easily "implement"
`safcm-remote` simply by calling safcm/remote.Main(). They cannot use
the existing cmd/safcm-remote/ because the source tree is not directly
available when importing the library.
